Notice of the Maritime Safety Administration of the People's Republic of China on the Issuance of the "Measures for the Implementation of the Rules for the Administration of Crew Training of the People's Republic of China"
In accordance with the "Measures for the Formulation and Management of Maritime Administrative Normative Documents", our bureau has organized an assessment and revision of the "Implementation Measures for the 'Regulations on the Management of Crew Training of the People's Republic of China'", which is hereby reissued and shall come into effect as of the date of issuance. The relevant matters are hereby notified as follows:
Institutions that have obtained the qualification for crew training shall meet the requirements of the "Standards for the Configuration of Training Project Sites, Facilities and Equipment for Crew Training" in Appendix 4 and the "Standards for the Allocation of Teaching Personnel for Crew Training" in Appendix 6 of these Measures by December 31, 2025. After January 1, 2026, institutions that still fail to meet the requirements of these Measures shall be dealt with in accordance with the relevant provisions of the "Regulations on the Management of Crew Training of the People's Republic of China".
By December 31, 2025, when the review body conducts an interim review or a renewal review, the requirements for the site facilities and equipment as well as teaching personnel may be carried out in accordance with the original "Implementation Measures of the Rules for the Administration of Crew Training of the People's Republic of China", while at the same time, rectification opinions should be put forward in accordance with the requirements of these measures and their implementation should be supervised.
From the date of this document's issuance, new training institutions, new training programs, and the expansion of training scale shall be implemented in accordance with the provisions of this method.
