Circular of the Maritime Administration of the Ministry of Transport on the first batch of measures to implement innovative maritime services to Support the integrated high-quality development of the Yangtze River Delta

In order to accelerate the construction of a transportation power, promote the Yangtze River Delta regional logistics to reduce costs, improve quality and improve efficiency, and better support the integrated high-quality development of the Yangtze River Delta, the Bureau has decided to implement the first batch of innovative maritime service measures in the coastal and Yangtze River waters (hereinafter referred to as the Yangtze River Waters) in Shanghai, Jiangsu, Zhejiang and Anhui provinces from March 20, 2024, and hereby inform the relevant matters as follows:


First, the implementation of maritime government services "palm office", "cross-domain office" and "no sense office"


The applicant can handle the matters listed in the "Palm Office" through the Maritime Communication APP and obtain the processing results online through the electronic license and other ways; For "cross-domain affairs" that really need to submit paper materials, the applicant can submit relevant materials near the published site; For "no sense" matters, meet the relevant conditions do not need to apply, Maritime APP will directly push the corresponding electronic license, to achieve "free to enjoy." (Please refer to Annex 1 for details about the application of "Palm Office", "Cross-Domain Office", "Non-Sensory Office" and the site of "Cross-Domain Office")


Second, implement one-time ship position report


When entering the waters of the Yangtze River Delta or leaving the berthing in the waters of the Yangtze River Delta, a ship only needs to report its position once to the ship traffic management Center (hereinafter referred to as the VTS Center), and it can pass through the whole process, and it does not need to report repeatedly to the VTS center via. (Please refer to Annex 2 for detailed operation guide)


Third, provide integrated ship anchoring reservation service


Provide anchorage inquiry and online booking services in the Yangtze River Delta waters. Enterprises and ships can check the anchorage information of the Yangtze River Delta waters and reserve anchorage positions through the Maritime APP. (See Annex 3 for detailed instructions)


Iv. Implementation of key ships "straight in, straight out"


In the waters of the Yangtze River Delta, joint services are provided to Capesize vessels entering and leaving the Yangtze River (hereinafter referred to as CAPE vessels), ships carrying key livelihood supplies such as grain, oil, natural gas, power coal, and other key ships such as international cruise ships and inter-provincial passenger ships, and a program of "direct entry and direct docking, direct departure and direct departure" is implemented. Companies and ships can declare through the Maritime APP. (See Annex 4 for detailed instructions)


5. The implementation of the "minimalist" certificate of conformity of shipping companies


Simplify the process of conformity certification and certification of shipping companies, and change the registration place or plan to change the registration place to the Yangtze River Delta waters of shipping companies across the certification organs; Or the ship has changed from foreign trade to domestic trade operation or the type of ship has changed; If the ship manager remains unchanged but the ship owner or bareboat charterer changes, the shipping company may be exempted from provisional audit or initial audit, apply to the certification authority for additional audit, and replace the corresponding certificate.


Sixth, to provide "river and sea integration 'one picture'" service


To achieve seamless connection of river and sea chart data, provide river and sea chart integration services, and ships can use one-stop online map public services through the Maritime APP.


Vii. Implement "one-stop" service for ship energy efficiency management


Set up and operate a ship energy efficiency management center to provide "one-stop" services such as Ship Energy Efficiency Management Plan verification and annual operational carbon intensity rating verification for Chinese international sailing ships, promote the "carbon peak carbon neutral" maritime action, and contribute to the construction of Shanghai International Shipping Center.


Eight, unified Yangtze River Delta maritime government service customer service


Operate the "Total customer Service" of maritime government services in the Yangtze River Delta, receive consultation on maritime government management policies, public information, business handling, information system use, etc., receive opinions and suggestions on maritime government services, and accept complaints and reports on government services. Provide 7×24 hours telephone service (400-80-12395) and online consultation APP.
