Shandong Maritime, transportation, ship inspection three parties jointly issued a document
Recently, Shandong Maritime Safety Administration, Shandong Provincial Department of Transportation, China Classification Society Qingdao branch jointly issued the "Guidance on In-depth promotion of ship management of the Port of Registry" (hereinafter referred to as the "Guidance"), further accelerate the construction of transportation power Shandong demonstration zone, urge shipping companies to implement the main responsibility of safety production, improve the ship management mechanism of the port of registry. We will improve the essential safety level of ships registered in Shandong.
The Guidelines mainly include four parts:

Effectively improve the political position and enhance the sense of responsibility of ship management at the port of registry
It includes three aspects: improving the understanding of the importance of ship safety management, implementing the duties of ship management at all levels of ship registration port, and compacting the main responsibility of shipping companies for safety production.

Optimize and improve the working mechanism, and strengthen the management of the whole process of vessels at the port of registration
It includes seven aspects, including strengthening the ship inspection management at the port of registration, strictly controlling the quality of ship admission at the port of registration, strengthening the dynamic tracking management of the ship at the port of registration, strengthening the inspection of the crew's ability to perform their duties, strictly managing the cancellation of registration of the ship at the port of registration, strengthening the investigation and handling of ship accidents at the port of registration, and strengthening the credit management of the ship at the port of registration.

We will deepen cross-regional and cross-departmental collaboration to enhance synergy in ship safety management
It includes two aspects: strengthening cross-regional regulatory linkage and strengthening cross-departmental regulatory linkage.

Strengthen work supervision and inspection, and promote the work to achieve results
It includes three aspects: strengthening the organization and implementation, strengthening the inspection and evaluation, and strengthening the publicity and guidance.
Shandong is a large maritime province with a developed port and shipping economy. The number and gross tonnage of existing ships rank among the top in the country, and small and medium-sized cargo ships below 3,000 gross tons account for a large proportion. In particular, some ships have been operating outside the province for a long time, and the source management of the port of registration is not in place.
In order to effectively strengthen the ship management of the port of registration and promote the transformation of maritime traffic safety governance to prevention in advance, in 2023, Shandong Maritime Safety Administration organized a special investigation on the management of the port of registration, carefully sorted out the requirements of the Ministry of Transport and the Ministry of Maritime Safety Bureau of the port of registration management, learned from the experience and practices of Hebei, Tianjin, Jiangsu, Zhejiang and other provinces and cities, and in-depth understanding of the ship management situation of shipping companies under the jurisdiction. Compiled the data analysis report of ship safety management status at the port of registration, and on this basis, after several solicitations, modifications and improvements, jointly formulated and issued the "Guiding Opinions" with Shandong Provincial Department of Transportation and Qingdao Branch of China Classification Society.
In the next step, Shandong Maritime Safety Administration will, in accordance with the deployment requirements of the superior, cast a strong sense of "leading role", actively promote the implementation of the registry port management responsibility, optimize the registry port management mechanism, enhance the safety management force, effectively prevent major dangerous accidents of vessels in the registry port, and lay a solid foundation for accelerating the construction of Shandong demonstration Zone, a powerful transportation country, and maintaining the continuous stability of the maritime traffic safety situation in the jurisdiction.
