Notice on Carrying out Special Safety Supervision on Ships Entering Zhejiang Recently
In order to ensure the smooth hosting of the 19th Asian Games and the 4th Asian Paralympic Games, in accordance with the Maritime Traffic Safety Law of the People's Republic of China, the Regulations on the Administration of Domestic River Traffic Safety of the People's Republic of China, and the Ship Safety Supervision Rules of the People's Republic of China, our bureau has decided to carry out special safety supervision work on ships entering Zhejiang in the near future. The relevant matters are hereby notified as follows:
1、 Implementation time and area
(1) From September 16 to October 8, 2023, and from October 22 to October 28, domestic vessels planning to enter the waters of Zhejiang for navigation (excluding those passing through only), berthing, and operation shall conduct a special self inspection before departure and conduct a special information report (report format attached).
(2) From September 16 to October 8, 2023, ships planning to enter the navigable inland waters of Hangzhou, Huzhou, Shaoxing, and Jinhua for navigation, berthing, and operation are required to conduct a special self inspection, conduct a special information report, and undergo a special safety inspection by the local maritime management agency or the department responsible for local water traffic safety supervision (hereinafter collectively referred to as the maritime management agency) before departure.
(3) From September 18 to September 27, 2023, domestic vessels planning to enter the waters of Ningbo for navigation (excluding those passing through only), berthing, and operation are required to conduct special self inspections, conduct special information reports, and accept special safety inspections by the local maritime management agency before departure. International vessels planning to enter the waters of Ningbo for navigation (excluding those passing through only), berthing, and operation shall undergo special security inspections by maritime management agencies in conjunction with port state supervision and inspection.
(4) From October 1 to October 6, 2023, domestic vessels planning to enter the waters of Wenzhou for navigation (excluding those passing through only), berthing, and operation are required to conduct special self inspections, conduct special information reports, and accept special safety inspections by the local maritime management agency before departure. International vessels planning to enter the waters of Wenzhou for navigation (excluding those passing through only), berthing, and operation shall undergo special security inspections by maritime management agencies in conjunction with port state supervision and inspection.
(5) From October 22 to October 28, 2023, ships planning to enter the navigable waters of Hangzhou's inland rivers for navigation, berthing, and operation need to conduct special self inspections, conduct special information reports, and accept special safety inspections by the local maritime management agency before departure.
2、 Special Information Report on Ships Entering Zhejiang
(1) Domestic vessels planning to enter the waters of Zhejiang should report information such as the vessel, cargo, and personnel on board through the "Ship E-line" app before handling the vessel departure report (the operation guide is attached).
(2) Domestic vessels that change their destination port to the relevant controlled waters in Zhejiang due to reasons after leaving the port should conduct a special information report through the "Ship e Travel" app before entering the controlled waters.
(3) Ships sailing, berthing, or operating in Zhejiang waters for a fixed or long-term period should submit the above report before September 16th. If there is a change in the information of the ship and personnel on board, a new report should be made.
3、 Special safety inspection for ships entering Zhejiang
(1) Domestic vessels planning to enter the waters of Hangzhou, Ningbo, Wenzhou, Huzhou, Shaoxing, and Jinhua should apply to the maritime management agency of the previous port for a special safety inspection of the vessel, correct the defects according to regulations, and pass the re inspection.
(2) Ships that navigate, berth, or operate in the waters of Hangzhou, Ningbo, Wenzhou, Huzhou, Shaoxing, and Jinhua for a fixed or long-term period of time should apply for a special safety inspection of the ship to their maritime management agency before September 16th, correct the defects according to regulations, and pass the re inspection.
(3) If a vessel undergoes any of the following situations after undergoing a special safety inspection, it shall reapply for a special safety inspection to the local maritime management agency:
1. Occurrence of ordinary or above level water traffic accidents;
2. Major navigation and pollution prevention equipment malfunctions;
During this period, there was a change in crew information or upon inspection, it was found that the content of the special report did not match the actual situation.
4、 Special Security Inspection for Ships Entering Zhejiang
(1) International vessels planning to depart from domestic ports and enter the waters of Ningbo and Wenzhou shall undergo a special security inspection by the maritime management agency of the previous domestic port of call upon arrival. International vessels arriving directly in the waters of Ningbo and Wenzhou from overseas ports will undergo special security inspections by the Ningbo and Wenzhou Maritime Safety Bureau.
(2) Special inspections for ship security include but are not limited to: ship security certificates, security records, continuous summary records, ladder control measures, boarding personnel and luggage control, identification and control measures for restricted areas on board.
(3) If any of the following situations occur on a ship, it shall be promptly reported to the local maritime management agency, and the maritime management agency shall conduct a new special security inspection on it:
1. Occurrence of ordinary or above level water traffic accidents;
2. Major navigation and pollution prevention equipment malfunctions;

5、 Other requirements
(1) Ships intending to enter the waters of Zhejiang (excluding those passing through only) should conduct self inspections one by one according to the items listed in the "Special Safety Self Inspection Project Table for Ships Entering Zhejiang" (attached), and correct all defects before arrival, and conscientiously implement the main responsibility for safety production.
(2) The owner or operator of the vessel shall organize the vessel to conscientiously implement the requirements of this notice; The ship shall truthfully report relevant information and be responsible for the completeness and authenticity of the report content; Ships are not allowed to carry "low speed small aircraft" into the above-mentioned waters. If there are practical difficulties in on-site disposal and it is necessary to carry them, the type, model, and quantity of the "low speed small aircraft" carried should be declared in the special report, and the sealing measures should be clearly defined. It is strictly prohibited for ships to use "low speed small aircraft" in the aforementioned waters.
(3) Ships should ensure that the onboard Automatic Identification System (AIS) and Very High Frequency Radio Telephone (VHF) remain open, accurately input relevant information, and maintain smooth communication. Ships with AIS and VHF equipment not installed or damaged as required are not allowed to enter the waters of Hangzhou, Ningbo, Wenzhou, Huzhou, Shaoxing, and Jinhua. If the AIS and VHF equipment of the vessel is damaged after entering, it should be immediately reported to the local maritime management agency and comply with the regulatory instructions of the maritime management agency.
(4) Except for emergency situations to ensure the safety of ships and rescue lives on water, ships are not allowed to release small boats (including manned floating vehicles, work boats, rescue boats, rescue boats, submarines, unmanned boats, etc.) in the waters of Hangzhou, Ningbo, Wenzhou, Huzhou, Shaoxing, and Jinhua from September 23 to October 8, and from October 22 to October 28. If it is necessary to release it, it should be reported to the local maritime management agency in advance.
