First, further enhance the sense of responsibility for transport safety work
Transport authorities at all levels and maritime management agencies (hereinafter collectively referred to as transport management departments at all levels) should deeply grasp the outstanding characteristics of weak transport basic conditions, large regional development differences, multiple safety responsibility subjects, easy to cause deaths and injuries, firmly establish the bottom line thinking, and constantly enhance the awareness of dangers. We must put people and lives first, draw lessons from typical ferry accidents and international passenger ship accidents, and, with an extreme sense of responsibility to the people and a sense of constant anxiety, take multiple measures under the leadership of local governments to promote the transformation of the transport safety governance model to prevention in advance, prevent and contain all types of accidents to the maximum extent, and resolutely prevent the occurrence of major accidents.
Second, further tighten the responsibility for the safety management of the compacted ferry
The provincial transport management departments shall urge and guide the county (city, district) local governments and relevant transport management departments to strictly implement the "Provisions on the Safety Management of Inland Ferry Crossings" and strengthen the implementation of safety management responsibilities. It is necessary to promote the provincial safety production committee to take ferry safety as the key content of the assessment of local safety production responsibility goals, and urge the county (city, district) government to establish and improve the four-level responsibility system of county, township, village and ferry, and achieve the "four implementation" of institutions, personnel, funds and systems. It is necessary to work with the education department to promote local cities to strengthen the safety management of students, and effectively improve the safety protection ability of primary and secondary school students. It is necessary to strengthen the public welfare attribute of ferry ferry, promote the reform of public transportation of township ferry port with conditions, and establish the responsibility system of enterprise safety management. It is necessary to make full use of the policies such as the construction of Bridges and the evacuation of Bridges, and promote the relevant local governments to study and carry out the evacuation work simultaneously when they set up projects for new Bridges.
Third, further increase funding for transport safety
Provincial transportation management departments should promote local governments to increase financial support, ferry ferry into the scope of local financial subsidies, focusing on improving the safety level of ferry facilities and equipment, ferry maintenance, pay protection, strengthen emergency rescue capacity building and other aspects. It is necessary to promote the inclusion of ferry crew and ferry workers in public welfare posts and stabilize the professional team. Fourth, further improve the safety level of ferry facilities
The provincial transportation management departments shall urge the county (city, district) local governments to consolidate the main responsibility for the safety of ferry operators, increase the efforts to update and eliminate old ferries, improve ferry berthing safety facilities, passenger distribution channels, security facilities and equipment, etc., and prohibit ferries that have reached the age of scrapping to participate in ferry transportation; In accordance with the "Regulations on the Management of Special Signal Signs for Passenger ferries", the ferry coloring marks are unified, the special signal signs are standardized, and the name and hull lighting of night ferries are encouraged to improve the ability of ferry navigation to distinguish. It is necessary to carry out research on the standard ferry type, and promote the safe, environmentally friendly and intelligent standardized ferry type combined with the reality. Ship inspection institutions at all levels shall strictly inspect ferries and shall strictly prohibit inspection and certification of ferries modified or reconstructed in violation of regulations.
Fifth, further improve the performance of ferry crew capacity
The provincial transportation management departments shall urge the county (city, district) transportation management departments to strictly supervise the ferry crew examination and certification, and promote ferry operators to strengthen the ferry staff, ferry crew and ferry workers annual safety training; Strict ferry crew conditions and daily assessment management, according to the requirements of the organization of ship-shore emergency exercises; Prevent mentally unhealthy and physically unfit personnel from taking up their posts, and promote the implementation of the pre-post inspection system. Ferry operators should be encouraged to strengthen cooperation with crew training institutions, build practical training bases for crew and ferry workers, and continuously improve their safety awareness, practical operation skills, risk prevention and emergency response capabilities.
Sixth, further strengthen ferry safety supervision
The provincial transportation management departments should consolidate the responsibility of the county (city, district) government, improve the ferry safety supervision and management system in accordance with the requirements of "one ferry, one policy" and "one boat, one policy", and enhance the pertinence and comprehensiveness of ferry safety supervision. Before the Spring Festival, Qingming Festival, Labor Day, National Day and other important holidays, organize and carry out ferry safety inspection, achieve full coverage of ferries under the jurisdiction, and urge ferry operators to rectify immediately if defects are found. Strengthen the sharing of law enforcement information with the county government and relevant departments where the ferry is located, strengthen joint law enforcement, and form a joint safety supervision force. Strictly follow up the management of ferries after evacuation, promote ferry operators to handle ship cancellation registration or dismantle according to law, and strictly crack down on illegal transport operations of ferries without approval after evacuation.
Vii. Further promote technological innovation in transport safety
Provincial transportation management departments should promote the application of scientific and technological information technology and equipment such as ferry collision risk warning, accurate weather forecast, personnel and vehicle statistics. It is necessary to promote qualified ferry operators to build shore-based monitoring systems to monitor key ferry areas, ship navigation dynamics and crew safety operations in real time. It is necessary to coordinate meteorological departments to set up meteorological monitoring facilities or adopt customized meteorological services in the ferry area to grasp meteorological information such as wind and visibility in real time and provide references for safe navigation of ferries. It is necessary to make full use of ship traffic management system, ship automatic identification system, video surveillance system, etc. to strengthen water traffic safety supervision, and improve the intelligent supervision capacity of ferries.
