We will advance the three-year action plan for high-quality development of ship inspection
(2023-2025)
This action plan is formulated in order to implement the Outline for Building a powerful Country in Transport, the 14th Five-Year Development Plan for the Maritime System and the Guiding Opinions of the Ministry of Transport on Deepening Reform and Promoting High-Quality Development of Ship Inspection, strengthen the management of the whole life cycle of ships, and steadily promote high-quality development of ship inspection.
First, general requirements
(1) Guiding ideology.
With deepening supply-side structural reform as the main line, focusing on the goal of building China into a transportation country with "people's satisfaction, strong guarantee, and leading position in the world", we make full use of the rule of law and systematic thinking, firmly establish the concept of safe development, improve the development system of the industry, improve the system and mechanism, innovate the development model, improve the quality of inspection, ensure effective supply, plan scientifically, drive innovation, and implement targeted policies. To promote the high-quality development of the ship inspection industry as a whole, and provide a strong guarantee for accelerating the construction of a powerful transportation country and becoming a pioneer of Chinese-style modernization.
(2) Basic Principles.
The people come first and fulfill their duties. Firmly establish the safety development concept of putting people first and life first, always put the safety of people's lives and property first, maintain the bottom line of safety, improve the ability of ship inspection to fulfill its duties, and safeguard the fundamental interests of the people.
Accurate positioning, service overall situation. Accurately grasp the development direction and needs of the ship inspection industry, and always take solving the prominent contradictions in the industry, promoting the development of the industry and serving the major national strategies as the starting point and goal of work.
Driven by innovation and guided by wisdom. Focusing on the goals of safe, convenient, efficient, green and economic development, we will encourage institutional and mechanism innovation, promote institutional and technological innovation, and make full use of information and digital means to promote high-quality development of the industry.
Systematic promotion and coordinated development. The system concept should be applied to strengthen overall planning and overall promotion, give better play to the initiative of the central and local governments, and solve the problem of unbalanced and inadequate development of ship inspection in a coordinated manner, so as to achieve coordinated development of the ship inspection industry.
3. Action objectives.
Through three years of continuous efforts, by the end of 2025, the ship inspection industry development guarantee system will be more perfect, the ship inspection and its supervision and management rights and responsibilities will be clear, the ship inspection laws and regulations system will be more complete, the ship inspection institutions' ability to perform their duties will be significantly improved, the comprehensive quality of ship inspection personnel will be significantly improved, the ship inspection quality will be significantly improved, and the technology research and development and innovation ability will be significantly enhanced. Opening up and cooperation in ship inspection has reached a new level, and a high-quality development system for ship inspection has been basically completed.
Ii. Main tasks
(1) Strengthening industry management and improving the guarantee system for high-quality development of ship inspection.
1. Improve the legal system of ship survey. China has implemented the newly effective Maritime Traffic Safety Law of the People's Republic of China, established a legal framework for ship inspection, and established a legal system for ship inspection with clear levels, powers and responsibilities and comprehensive coverage. It has worked to integrate and revise the Regulations on the Inspection of Ships and Maritime Installations and the Regulations on the Inspection of Fishery Vessels, formulated regulations on the management of ship inspection personnel, and revised regulations on the Administration of Ship Inspection and the Administration of Fishery Vessels Inspection and other institutional provisions.
2. Establish and improve the ship inspection and performance system. Establish a sound system for performing duties of ship inspection, clarify the requirements and standards for performing duties, and strengthen the management responsibilities of competent ship inspection departments, inspection bodies and supervision responsibilities of maritime administrative bodies. Work mechanisms such as duty performance report, duty performance supervision and duty performance notification have been established to urge all parties to perform their duties in strict accordance with laws and regulations, and jointly promote the healthy development of the ship inspection industry.
3. Continuously optimize the formulation of ship inspection technical specifications. To further improve the system of technical specifications for ship inspection, coordinate the preparation and revision of technical specifications, unify the technical and inspection standards for domestic ships, and serve the building of a unified large market for domestic ships. To support provincial-level ship inspection authorities in formulating technical standards for inspection of small ships in specific waters under their jurisdiction in accordance with laws and regulations, and solve the problem of inadequate applicability of technical standards for ship inspection in some areas. To study and formulate differentiated ship inspection technical requirements and optimize ship inspection system. We will promote the establishment of a technical specification system for smart ships and green ships, and guide the high-quality development of the shipbuilding and shipping industries. Promote the deep integration of commercial fishing vessel inspection technical standards system.
4. Establish ship inspection service quality monitoring system. To strengthen the research on evaluation indicators, models and methods of ship survey service quality, establish a service object centered ship survey service quality evaluation mechanism, and carry out regular monitoring and evaluation of ship survey service quality in all regions. To study the survey mechanism of social satisfaction of ship survey service, and promote the pilot survey of ship survey service quality satisfaction. A mechanism for applying the results of ship inspection supervision and evaluation has been established, and the quality of ship inspection services has been promoted by examining the service quality of local governments, reporting and interviewing ship inspection quality, etc.
(2) Consolidating the foundation for development and promoting the high-quality development of ship inspection institutions and inspection teams.
5. Promote the professional construction of local ship inspection institutions. We will strengthen guidance on the development of specialized ship inspection institutions, formulate standards for specialized ship inspection institutions, and support local governments in building specialized institutions through reform and innovation. Provincial-level ship inspection authorities shall strengthen the development planning and implementation of ship inspection institutions, ensure the security of policies, funds and other resources, and promote the development of specialized ship inspection institutions in their own regions in a coordinated way. We will continue to carry out trials of specialized local ship inspection institutions, comprehensively summarize the experience of the trials, develop and popularize specialized ship inspection institutions, and establish 3-5 demonstration local specialized ship inspection institutions within three years. To enhance the specialization of existing ship inspection institutions, strengthen the integrated management of provincial ship inspection services, and strengthen the business management role of provincial ship inspection institutions.
6. Promote the construction of China Classification Society into a world-class classification society. It fully implements the "Opinions of the Ministry of Transport on Building a World-class China Classification Society", and in accordance with the general requirements of "modernization, internationalization, socialization and good service", realizes that China Classification Society has reached the international leading level in terms of scale, technology, service, management and internationalization. To give full play to the leading role and technological advantages of China Classification Society, improve the system for standard research and development of ship inspection and technology transformation and application, improve the cooperation mechanism and personnel training mechanism between China Classification Society and local ship inspection institutions, and lead and drive the coordinated development of ship inspection nationwide.
7. Strengthen the participation of socialized forces in the management of ship inspection work. To carry out a feasibility study on the participation of social forces in ship inspection, and standardize the use of social organizations to carry out ship statutory inspection by means of government procurement. Strengthen the supervision on the quality of ship maintenance and inspection service, and guide ship maintenance and inspection service institutions to develop in a comprehensive and high-quality direction. To carry out research on the management of notarial and authentication inspection institutions.
8. Comprehensively deepen the reform of fishery vessel inspection. To organize and carry out post-reform evaluation of fishery vessel inspection, and solve deep-seated problems restricting the development of fishery vessel inspection. Continue to carry out supervision on the inspection and performance of fishery vessels, and strengthen the implementation of inspection responsibilities for fishery vessels. Promote the deep integration of inspection institutions, inspection personnel and management system of commercial and fishery vessels after the reform.
9. Strengthen the construction of ship inspection personnel. To formulate a management system for ship inspection personnel and implement the management of registered ship surveyors. Establish a lifelong career planning system for ship inspection personnel, establish and implement a training system for ship inspection personnel, and clarify training requirements for ship inspection personnel. To explore the establishment of a national training base for ship inspection personnel. Further improve the incentive mechanism of ship inspection personnel, absorb outstanding talents, and constantly enrich the team of ship inspection personnel.
(3) Improve governance, and vigorously promote the optimization of ship inspection system.
10. Continuous optimization of ship inspection mode. We made solid progress in the trial of an optimized inspection system for small ships, formulated the Work Plan for Promoting and Deepening Innovation in the Inspection System for Small Ships, and consolidated the results of the trial. Further promote the application of credit management in the field of ship inspection and explore new ship inspection mechanisms. It has carried out pilot projects for joint inspection among inter-provincial ship inspection institutions, and promoted the development of inter-provincial inspection towards mutual recognition of inspection, so as to provide "one-stop" inspection services.
11. Strengthen the guidance of ship legal survey business. Promote the homogenization of ship inspection nationwide, and promote the comprehensive establishment and operation of a unified ship inspection quality management system or management system by provincial-level ship inspection institutions. To study and formulate guidance documents for statutory ship inspection operations, and improve the standardization and consistency of ship inspection services nationwide. The guidance mechanism for the implementation of laws and regulations shall be established to timely and effectively guide ship inspection institutions to implement the latest inspection requirements.
12. Strengthen the supervision and management of ship inspection. To formulate measures for the supervision and administration of ship inspection and related work guidelines, formulate measures for the supervision and administration of Marine products inspection, and further strengthen and standardize the supervision over ship inspection. To organize and carry out special supervision and inspection activities in the field of ship inspection. To formulate a management system for ship inspection and supervision personnel, and build a high-quality and high-level ship inspection and supervision team of the direct maritime system.
13. Comprehensively promote the construction of ship inspection informatization. We will promote the application of artificial intelligence, blockchain, big data, digital twinning and other information technologies in ship inspection. We will optimize the ship inspection and certification system, promote the electronization of ship inspection certificates, and provide more convenient inspection services. We will promote the construction of online training and technical support platforms for ship inspection. We will continue to promote the application of electronic drawing examination in ship inspection, and realize the electronic filing of new ship drawing files.
(4) Improve the efficiency of development and establish a new mechanism for industry operation and management.
14. Deepen regional cooperation on ship inspection. Consolidate and improve the regional ship inspection cooperation mechanism, and promote the integrated development of regional ship inspection. Relying on regional cooperation platforms such as the Beijing-Tianjin-Hebei ship inspection integration, the Yangtze River Delta ship inspection integration, the Yangtze River ship inspection integration, and the South China ship inspection Regional cooperation, we will give full support to the implementation of national strategies such as the coordinated development of the Beijing-Tianjin-Hebei region, the Yangtze River Delta integration, the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area, and the construction of the new land-sea corridor in the western region. Support the establishment of joint inspection centers and drawing examination centers in all regions, explore and innovate new models of regional ship inspection, and improve the concentration and specialization of ship inspection resources.
15. Establish a support mechanism for ship inspection institutions. Establish a support mechanism for local ship inspection institutions, and focus on improving the capacity of drawing review and new-type ship inspection by means of pair assistance, so as to promote the coordinated development of ship inspection. To give full play to the technical and personnel advantages of China Classification Society, deepen cooperation with local ship inspection institutions in inspection quality, technical support and personnel training, and help improve the overall level of national ship inspection.
16. Establishment of yearbook compilation mechanism for ship inspection industry. Establish a development report system for the ship inspection industry, comprehensively grasp the major, new and important events in the development of the ship inspection industry, summarize and analyze the achievements, developments and existing problems of the industry development. To organize the compilation of the ship inspection industry yearbook, comprehensively collect the basic situation of the ship inspection industry, analyze the development trend of the industry, and give full play to the role of the yearbook in decision-making reference, exchange and reference, industry publicity, etc.
17. Establish mechanisms for intersectoral collaboration. To promote the pilot establishment of a joint working mechanism between competent ship inspection authorities and industry and information technology departments, explore the classification of ship repair enterprises and ship design units, and strengthen ship repair enterprises' primary responsibility for ship repair quality. Establish a collaborative working mechanism between ship inspection and on-site maritime supervision, enhance information sharing and inspection coordination, promote the effective integration of important points of ship inspection and ship safety supervision, and form a joint force for ship safety supervision.
18. Improve international cooperation mechanisms and ship inspection implementation mechanisms. We will make full use of platforms such as the International Maritime Organization and the International Association of Classification Societies to raise the level and level of international cooperation, carry out multi-level technical exchanges, participate in discussions on major international issues, and provide China's solutions. Strengthen exchanges and cooperation on ship inspection technology with Russia, Japan, South Korea, ASEAN and other neighboring countries or regions. We will continue to build a team of qualified personnel in the field of ship inspection, and build a team of talented personnel with strong political skills, excellent professional skills and rich experience.
(5) To lead the development of the industry and carry out major policy research on the development of the ship inspection industry.
19. Carry out research on optimizing the division of work in ship inspection. In light of the requirements of deepening reform in the new era, research should be carried out on the division of central and local authority of ship inspection, further clarifying the subject and boundary of authority and responsibility, giving full play to the initiative of both central and local authorities, and building a ship inspection pattern in which power and responsibility are coordinated.
20. Carry out research on policies to safeguard funds for ship statutory survey. We will comprehensively track the implementation of the policy of suspending fees for statutory inspection of ships, study the system of supporting funds for modern statutory inspection of ships, and promote the sustainable and healthy development of statutory inspection of ships.
21. Conducting research on cutting-edge technologies and new technologies for ship inspection. We should pay attention to the forefront of scientific and technological development such as intelligent shipping, new materials and new technologies, strengthen tracking of forward-looking and disruptive technologies that may affect the transformation of the Marine equipment manufacturing industry and shipping industry, conduct research on the impact of new technologies, new materials and intelligence on ship inspection, and take effective countermeasures in advance.
22. Promote the opening of free trade zone (port) ships for statutory inspection. To implement the national strategic deployment of comprehensive opening up, according to the international development situation and domestic development needs, deepen the research on the policy of opening up ships in the Free Trade area (Hong Kong) to statutory inspection, in accordance with the principle of equality, mutual benefit, safety and control, orderly promote the opening of international registered ships in the Free Trade area (Hong Kong) to statutory inspection, and sign statutory inspection authorization agreements with one or two foreign classification societies.
Third, safeguard measures
1. Strengthening unified leadership The Maritime Safety Administration of the Ministry guided and coordinated the implementation of the three-year action Plan, strengthened coordination, organization and scheduling of the implementation of the three-year action plan, improved the coordination mechanism of related work, detailed and decomposed targets and tasks, formulated a list of responsibilities, and promptly studied and solved major problems in the implementation of the three-year action plan.
2. Implementing principal responsibilities All relevant departments and units should fully understand the significance of the three-year action plan, actively ensure policy, financial, human and other resources, focus on priorities, take innovative measures, strengthen the implementation of responsibilities, and ensure that all tasks are carried out in an orderly and effective way.
3. Strengthen assessment and supervision. Local ship inspection authorities should strengthen inspection, supervision, evaluation and guidance on the implementation of the three-year action plan to ensure the full implementation of all work. The Maritime Safety Administration of the Ministry will strengthen supervision, comprehensively understand the progress of all work, report the progress of relevant work, urge all units to rectify and improve, and ensure the completion of all work in high quality.
4. Creating an environment for development Local ship inspection authorities and ship inspection institutions should make full use of the news media, strengthen positive guidance, respond to social concerns in a timely manner, publicize the highlights and advanced examples in the implementation of the three-year action plan, raise the attention of the ship inspection industry, and create a good atmosphere for the healthy development of the industry.
