Announcement of the Maritime Safety Administration of the People's Republic of China on the implementation of policies related to crew management during the prevention and control of the novel coronavirus epidemic
The following announcements are made regarding the implementation of policies related to crew management during the prevention and control of the novel coronavirus outbreak:
1. Strictly grasp the implementation period of relevant policies and measures on training, examination and certification of seafarers during the epidemic prevention and control period
Notice of the Maritime Safety Administration of the People's Republic of China on Matters related to the Management of Seafarers under the Situation of Regular COVID-19 Prevention and Control (No. 8, 2020), Notice of the Maritime Safety Administration of the People's Republic of China on Coordinating the Training, Examination and Certification of Seafarers and other maritime supervision during the Period of regular COVID-19 Prevention and Control (No. 6, 2022), and Customs of the Maritime Safety Administration of the People's Republic of China Documents related to the management of sailors during the normal epidemic prevention and control period, such as the Notice on matters related to the online training of Sailors during the period of COVID-19 prevention and Control (Seaman Letter [2020] 217) and the Notice of the Maritime Administration of the Ministry of Transport on the Examination of Seaman under the Situation of regular epidemic prevention and Control (Seaman Letter [2021] 1428), are valid until 20 June 30th, '23. Since July 1, 2023, other temporary management measures related to the above documents will not be implemented, except for the continued implementation of remote account opening by crew members.
Due to the impact of the epidemic, the period from January 20, 2020 to June 30, 2023 is not included in the time limit of crew training, examination, relevant qualifications and validity period of certificate issuance.
All relevant units (crew) should do a good job of temporary management measures to close the work, the formation of closed-loop management.
2. Stop issuing one-year seamen's certificates and seamen's epidemic prevention certificates
Notice of the Maritime Administration of the Ministry of Transport on the Issuance of Seafarers' Certificates during the period of COVID-19 Prevention and Control (Seafarers' Letter [2020] No. 186) will be valid until June 30, 2023. From July 1, 2023, Seafarers' certificates with a one-year validity will no longer be issued through the emergency system for Seafarers' certificates. Notice of the Maritime Administration of the Ministry of Transport on the issue of Epidemic Prevention Certificates for Seafarers (Seafarers Letter (2021) 1682) shall be valid until April 30, 2023. From May 1, 2023, no such certificate will be issued.
All maritime administrative organs shall supervise relevant units (seafarers) to properly make relevant arrangements, manage and cancel the Seafarers' Certificate for one year as required, and apply for a new version of the Seafarers' Certificate normally.
