In order to strengthen the safety supervision over pilotage activities, standardize pilotage activities and ensure the safety of life and property on water, Shanghai Maritime Safety Administration has revised the Measures for the Safety Supervision and Administration of Pilotage Activities of Shanghai Maritime Safety Administration in accordance with the Maritime Traffic Safety Law of the People's Republic of China and the Regulations on the Administration of Ship Pilotage and other relevant laws and regulations.

Measures of Shanghai Maritime Administration for Safety Supervision and Administration of Pilotage Activities
Chapter I General Rules
Article 1 For the purpose of strengthening the safety supervision over pilotage activities in the waters under the jurisdiction of the Shanghai Maritime Administration and ensuring the safety of life and property on water, These Measures are formulated in accordance with the International Convention for the Safety of Life at Sea, 1974, Maritime Traffic Safety Law of the People's Republic of China, Regulations of the People's Republic of China for the Administration of Ships with Foreign Nationality, Measures for the Inspection of Ships entering and leaving Ports of the People's Republic of China for International Navigation, Regulations on the Administration of Ships Pilotage and other relevant international conventions, laws, regulations and rules.
Article 2 These Measures shall apply to all pilotage activities and related units and personnel in the waters under the jurisdiction of the Shanghai Maritime Administration.
Article 3 The Shanghai Maritime Safety Administration of the People's Republic of China shall be the competent authority to implement these Measures.
Chapter II Safety management requirements for pilotage operations
Article 4 Vessels accepting pilotage services shall observe the following provisions:
(1) In accordance with the International Convention for the Safety of Life at Sea 1974 and the Maritime Traffic Safety Law of the People's Republic of China, provide convenient, safe and standard boarding and disembarking devices for the pilot, and take necessary measures to ensure the safe boarding and disembarking of the pilot;
Embarkation devices shall be kept clean, properly stored and regularly maintained and shall be used exclusively for personnel embarkation and disembarkation; A pilot who can keep in touch with the bridge should be arranged to install, check, receive and send the pilot. In case of bad weather such as heavy wind and waves, rain and snow, the crew of picking up and sending the pilot should be appropriately increased.
(2) To use the designated VHF channel to contact the pilot organization and the pilot to pick up and pick up the ship, confirm the place, time and related matters of boarding, and keep on duty;
(3) to facilitate the work of the pilot and cooperate with the pilot in piloting;
(4) The master shall make a concise handover to the pilot concerning the ship's maneuverability, surrounding navigable environment and other matters related to pilotage, and answer the pilot's questions concerning pilotage; If the captain temporarily leaves the bridge, he shall appoint a substitute pilot, inform the pilot and return as soon as possible;
(5) The pilot's pilotage instructions shall be accepted, except when the safety of the ship is endangered; When the master finds that the pilot's instructions or actions will endanger the safety of the ship, installations and personnel, he may request the pilot to make timely changes, direct the ship or request the pilot agency to change the pilot if necessary, and report to the traffic management center of the waters (hereinafter referred to as the VTS Center) or the command center of the relevant maritime administration agency (outside the waters under the jurisdiction of the VTS, similarly below);
(6) If the ship accepts pilotage services, the master of the piloted ship shall not be relieved of his responsibility to command and manage the ship.
Article 5 Pilotage agencies shall work out pilotage plans. When guiding ships under international navigation, the pilotage agency shall work out a pilotage operation plan in accordance with the docking, departure and berth shifting plan for ships under international navigation entering and leaving the Shanghai port promulgated by the competent authority.
The pilotage agency shall submit the next day's pilotage plan to the VTS center in the waters or the command center of the relevant maritime administrative agency before 1700 hours of the day, and urge the pilots to make all preparations for pilotage. The pilotage plan shall include the following contents: name, nationality, call sign, captain, width, maximum draft, type, time of embarkation and departure of the pilot, and time of berthing of the ship; Ships intending to pass Bridges and overhead cables shall also include basic information such as the maximum height above the water surface of the ship.
If there is any change in the pilotage plan, the pilotage authority shall timely report it to the relevant VTS center or the command center of the relevant maritime administrative authority; Where the alteration of the pilotage plan is necessary in case of an emergency of the ship or an emergency of the waters, the relevant VTS center or the command center of the relevant maritime administrative authority shall be reported in time.
Article 6 The pilotage organ, pilot and pilot shall be equipped with necessary communication equipment or materials when transporting the ship, the piloted ship, the tugboat and the pilot, and shall maintain smooth communication.
Article 7 A pilotage agency shall assign pilots with appropriate ability and experience to provide pilotage services according to the type and size of the ship.
Article 8 After boarding a ship, a pilot shall introduce pilotage plans to the master of the piloted ship. In the course of guiding, when a pilot discovers a water traffic accident, pollution accident, malfunction of machinery and equipment affecting the power and maneuverability of the ship or an illegal act, he shall promptly report to the VTS center in the waters or the command center of the relevant maritime administrative authority and the pilotage authority.
Article 9 A pilot shall abide by the relevant regulations on navigation safety and the regulations on ship reporting system when picking up a ship for navigation, berthing and operation. The number of ships picked up and picked up by pilots working in the pilotage handover area of Baoshan shall not exceed 8 vessels per shift, and the interval between shifts shall not exceed 1 hour during busy hours.
In case of a delay in boarding the pilot at the entrance, the pilot authority or the pilot picking up the ship shall contact the piloted ship and report to the VTS center in the waters or the command center of the relevant maritime administrative authority in a timely manner.
Article 10 A pilot shall board and depart the piloted ship within the prescribed waters and guide the piloted ship from the prescribed starting point to the prescribed pilotage destination.
Before leaving the ship, the pilot shall communicate clearly to the master or his replacement pilot, and may leave the ship when both parties confirm that it is safe.
Article 11 The pilot shall also observe the following provisions when boarding and departing a ship:
(1) Alcohol is strictly prohibited 4 hours before boarding and during pilotage;
(2) Life jackets with self-lighting must be worn;
(3) Two or more persons shall not use pilot ladder at the same time.
Article 12 A pilot shall have the right to refuse, suspend or terminate pilotage and report promptly to the VTS center or the command center of the relevant maritime administrative authority and the pilotage authority in the waters under the following circumstances:
(1) bad weather and sea conditions;
(2) the referenced ship is not seaworthy;
(3) the conditions of the channel or wharf do not meet the safety requirements for navigation, berthing and operation of the referenced vessel;
(4) the embarkation devices and lighting of the piloted ship do not conform to safety regulations;
(5) The pilot is unwell and cannot continue to guide the ship;
(6) other reasons not suitable for pilotage.
Chapter III Pilot area use requirements
Article 13 Waters of the Yangtze River Estuary
(1) The vessel leading the entry along the deep water channel of the Yangtze River estuary shall be boarded in the "pilot operation zone on the north side of NO.1"; if the guided vessel is a vessel with limited draft, the vessel shall be boarded in the "pilot operation zone on the north side of NO.2"; If the vessel is guided to exit along the deep-water channel of the Yangtze River Estuary, it shall disembark from the "pilot operation zone on the south side of NO.1"; if the vessel to be piloted is a vessel with limited draught, it shall disembark from the "pilot operation zone on the south side of NO.2".
Under strong wind and wave weather conditions, the "strong wind and wave Pilot Operation Area of the Yangtze Estuary Deep-water Channel" can be used.
(2) Those who guide the ship to enter along the south Channel shall board the ship in the "NO.3 pilot operating area on the north side"; Those who lead the ship to exit along the south Channel shall leave the ship in the "NO.3 south pilotage operation area".
Under strong wind and wave weather conditions, the "strong wind and wave Pilot Area of the Nankou Channel of the Yangtze River Estuary" can be used.
Article 14 Waters of Yangshan Port
Those who lead LNG ships and oil tankers of 50,000 deadweight tons or above to or from the main channel of Yangshan Port shall board and disembark the ships near "NO.1 Pilot Operation Point of Yangshan Deep-water Port Area"; Those who guide other ships except LNG ships and oil tankers of 50,000 deadweight tons and above to enter and exit along the main channel of Yangshan Port may board and leave the ships near "NO.2 Pilot Operation Point of Yangshan Deep Water Port Area".
Article 15 Harbor waters
Those who guide ships with 3,000 gross tons or above or whose length is more than 100 meters or above to enter and exit along the main channel of Lingang shall board and disembark the ship near "NO.1 Pilotage operation point of Lingang"; Those who guide other ships in and out along the main channel of Lingang may board and disembark the ship near "Lingang NO.2 Pilotage operation point".
Article 16 Jinshan Waters
Those who guide ships to enter and leave the Marine terminal of Shanghai Petrochemical Co., LTD., or enter and leave the dock of Shanghai Chemical Industrial Zone via the inner waterway of Jinshan shall board and disembark the ship near "Jinshan NO.1 Pilotage Operation Point"; Those leading ships to and from Shanghai Chemical Industrial Park via Caojing East Channel shall board and disembark ships near "Jinshan NO.2 Pilot Operation point".
Article 17 Baoshan Waters
(1) Baoshan pilotage handover area is for Shanghai Port pilots and Yangtze River pilots in navigation handover, Shanghai Port pilots or Yangtze River foreign trade pilots single/single delivery operations.
(2) If the pilot of the Yangtze River Internal trade is engaged in single pick up/single delivery and the personnel of the maritime technical service company with corresponding qualifications provide navigation technical services for the vessels entering and leaving the Yangtze River, they shall board and disembark in the waters between light Float 81 and 83 of the North Waterway of Baoshan.
Article 18 If, due to bad weather or sea conditions, the pilot is unable to leave the ship or board and disembark the ship at the prescribed waters, the master shall work out appropriate safeguard measures and, after obtaining the consent of the maritime administrative authority, sail the ship to the place where it is possible for the pilot to safely board and disembark the ship, and shall be responsible for the expenses incurred accordingly.
Chapter IV Commissioning requirements for pilot operating areas in heavy wind and waves
Article 19 Meteorological conditions of pilotage operation areas with heavy wind and waves:
Pilotage agencies shall evaluate the impact on the safety of pilotage operations according to the conditions of wind flow and sea waves in the waters near the pilotage operation area, adjust the pilotage operation mode in time, and use the pilotage operation area with heavy wind and waves when necessary. In principle, the following standards shall be used for meteorological conditions of major wind and wave piloting operation areas: The East China Sea Forecast Center of the State Oceanic Administration and Zhoushan Meteorological Observatory forecast that the wave height of the waters around the piloting operation area measured on site shall reach 2.0 meters or above; Or the field measured wind power in the waters near the pilotage operation area reaches level 7 or above.
Article 20 If a pilotage operation area with heavy wind and waves needs to be put into use, the pilotage authority shall apply in writing to the VTS center of the waters or the command center of the relevant maritime administrative authority.
When the pilot transfers the ship to and from the pilot in the pilot operation area in heavy wind and waves, the pilot shall inform the ship's dynamics on the VHF public safety channel in advance.
Article 21 The pilotage operation area of deep water channel of Yangtze Estuary and the self-pilotage section of foreign ships are generally limited to import and export container ships and ro-ro ships. In other cases, corresponding safety guarantee plan shall be formulated and reported to Wusong VTS Center.
Article 22 When a pilotage area with large wind and waves is used, the pilotage agency shall, through the ship's agent or the shipowner, confirm the safety of the following matters to the ships that intend to enter the pilotage area with large wind and waves. The confirmation shall include the following contents:
(1) whether the ship is equipped with the latest valid nautical chart of the port of Shanghai;
(2) whether the master understands the special rules of navigation, the navigation route and the hydrological conditions within the navigation area;
(3) whether the master knows the location of the ship's position reporting point, as well as the VTS center in the waters or the command center of the relevant maritime administrative authority and the working channel for the pilot to pick up the ship;
(4) Whether the master is aware of the safety navigation measures to be taken, such as: the master drives the ship himself, the chief engineer is on duty in the engine room, the ship is ready to anchor and the vehicle is ready to sail;
(5) whether the master can ensure the safe sailing of the ship in the vicinity of the pilotage operation area in heavy winds and waves;
(6) Whether the master can ensure that the main engine, steering gear and other mechanical and electrical equipment related to navigation safety are in good working condition.
Chapter V Supplementary Provisions
Article 23 The relevant maritime administrative authorities shall supervise and inspect the pilotage activities according to law, and shall impose administrative punishment according to the relevant laws and regulations of the State if any violation of the relevant provisions of these Measures is found.
Article 24 Law enforcement personnel who practice favoritism, neglect their duties or abuse their power shall be subject to administrative sanctions according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law.
Article 25 These Measures shall come into force on March 26, 2023 and shall be valid for 5 years. Measures of Shanghai Maritime Administration for Safety Supervision and Administration of Pilotage Activities (Shanghai Maritime Navigation (2014) No. 45) shall be repealed at the same time.

Central point of piloting operation area: 31°07 '16.2 "N,122°25' 33.0" E.
2. The waters enclosed by the following 4 points in sequence within the pilotage operation area of NO.1 south of the Yangtze River Estuary:
(1) 31°05 '27.6 "N,122°22' 37.2" E;
(2) 31°05 '27.6 "N,122°27' 42.0" E;
(3) 31°04 '30.6 "N,122°27' 42.0" E;
(4) 31°04 '30.6 "N,122°23' 37.2" E.
Central point of piloting operation area: 31°04 '58.2N,122°25' 33.0e.
(II) NO.2 Pilot Operation Area of the Yangtze River Estuary
1. The waters enclosed by the following 4 points in sequence within the pilotage operation area on the north side of the Yangtze River Estuary NO.2:
(1) 31°07 '24.6 "N,122°34' 31.8" E;
(2) 31°08 '10.2 "N,122°34' 31.8" E;
(3) 31°08 '10.2 "N,122°40' 03.0" E;
(4) 31°07 '24.6 "N,122°40' 03.0" E.
Central point of pilotage operation area: 31°07 '46.8 "N,122°36' 42.0" E.
2. The waters enclosed by the following 4 points in sequence within the pilotage operation area on the south side of NO.2 of the Yangtze River Estuary:
(1) 31°04 '10.2 "N,122°34' 31.8" E;
(2) 31°05 '00.0 "N,122°34' 31.8" E;
(3) 31°05 '00.0 "N,122°40' 03.0" E;
(4) 31°04 '10.2 "N,122°40' 03.0" E.
Central point of pilotage operation area: 31°04 '34.8 "N,122°36' 42.0" E.
(3) Yangtze River Estuary NO.3 pilot operation area
Yangtze Estuary NO.3 pilot operation area is located within 1000 meters upstream and downstream of S10 lamp float in Nantrough Channel of Yangtze Estuary
