In accordance with the spirit of the Notice of the General Office of the Ministry of Transport on the Collection and Promotion of Experience in carrying out transport safety Management Activities, on the basis of the recommendation of provincial transport departments (bureaux, commissions) and maritime administration directly under the Ministry of Transport, five categories (a total of 55) of experience practices have been evaluated and produced, and are hereby publicized. Ii. Experience and practice in establishing coordination and linkage mechanism among departments responsible for safety management
(I) Experience in Inland River transport safety management -- building the "Six Major" linkage mechanism (declared by Fuzhou Municipal Bureau of Transport, initially recommended by Fujian Port and Shipping Development Center);
(2) Carrying out the project of improving people's livelihood by changing the ferry with responsibility and affection, promoting the safety management of the ferry with intensity, brightness and temperature -- establishing the coordination and liaison mechanism of the safety management of the ferry (reported by Jiangxi Provincial Department of Transport, and recommended by Jiangxi Provincial Department of Transport in the initial review);
(III) Experience in student transportation safety management in the Huiyi Reservoir Area of Wenshan Prefecture -- Promoting student transportation safety management to realize coordinated interaction at the provincial, prefectural and county levels (applied by Wenshan Prefecture Transportation Bureau, initially recommended by Yunnan Provincial Transportation Department);
(IV) Constantly strengthening the safety management of "long crossing" ferry with "precision", "service" and "gathering strength" -- the district government issued the coordination opinions on safety management of water passenger transport (declared by Chongming Maritime Safety Administration and recommended by Shanghai Maritime Safety Administration in the initial review);
(5) Experience in ferry safety supervision -- the district government issued a joint conference system (reported by Foshan Maritime Safety Administration, and recommended by Guangdong Maritime Safety Administration);
(VI) Experience in improving ferry management based on local, maritime and enterprise tripartite cooperation (declared by Shanwei Maritime Safety Administration and recommended by Guangdong Maritime Safety Administration in its initial review).

Iii. Experience and practice in capital investment to ensure transportation safety
(1) Construction of training base for workers' skills improvement (applied by Nanjing Banqiao Ferry Service Center, preliminarily recommended by Jiangsu Transportation Comprehensive Administrative Law Enforcement Supervision Bureau);
(2) Reform of the rural transit system -- included in the county budget (submitted by the Transportation Bureau of Jingning Yu Ethnic Autonomous County, and recommended by the Zhejiang Department of Transportation);
(3) Carrying out the project of changing the ferry to facilitate people's livelihood with responsibility and affection, promoting the safety management of the ferry with strength, brightness and temperature -- implementing the fund for the renovation and transformation of the ferry (declared by Jiangxi Provincial Department of Transport and recommended by Jiangxi Provincial Department of Transport in the initial review);
(4) Promote the reform and innovation mode management of transit public transportation to a higher level -- Put it into the government's fiscal budget (applied by Transport Bureau Leiyang City, initially recommended by Transport Department of Hunan Province);
(v) Experience in transportation safety management -- implementing insurance subsidies and bill signing subsidies (applied by Leshan Shawan Port and Shipping Center, initially recommended by Sichuan Provincial Department of Transport);

(4) Promoting the reform and Innovation Mode management of transit public Transportation -- establishing the multi-level responsibility system for transit safety (Application by Transport Bureau Leiyang City, initial recommendation by Transport Department of Hunan Province);
(v) Experience in student crossing safety management in the Huiyi Reservoir Area of Wenshan Prefecture -- forming a student crossing safety management pattern of "government leading, departments performing their duties, schools organizing, enterprises doing their duty, parents participating, and society supporting" (reported by Wenshan Prefecture Transportation Bureau, and initially recommended by Yunnan Provincial Transportation Department);
(6) "In advance" to build a mechanism + "in the process" strict regulation + "after the event" heavy innovation triple supervision to let the people on the "ship of confidence" - to implement the four responsibilities of the government, departments, enterprises, schools (Luzhou City transport Bureau declaration, Sichuan Provincial transport Department of the initial review and recommendation);
