Circular of the General Office of the Ministry of Transport on the collection and promotion of Experience in Ferry safety management
Transportation Departments (bureaus and committees) of all provinces, autonomous regions and municipalities directly under the Central Government, Xinjiang Production and Construction Corps, and maritime administrations directly under them:
The relevant notices are as follows:
1. Conditions for soliciting participation
The safety management experience collected in this activity includes the safety management system, experience and practice of transportation and technological innovation. The owners and operators of ferries and ferry, ferry and ferry safety supervision departments in China who have mature and good safety management experience and have managed ferries and ferries without accidents in the past 5 years and meet one of the following conditions can apply to participate in this experience collection and promotion activity.
(1) having facilities, equipment or technological innovations in ensuring the safety of ferryboat navigation, fire fighting, escape and self-rescue;
(2) To establish a smooth inter-departmental linkage and coordination mechanism for ensuring the safety of ferryboat navigation;
(c) To establish a sustainable safety fund investment and implementation monitoring mechanism for ensuring the safety of ferry transport activities;
(iv) In the implementation of territorial responsibilities, promote the local people's governments to issue relevant policies and documents, improve the inter-departmental coordination mechanism of transport safety, and increase local financial input;
(5) To establish a simple, efficient and effective safety management system for ensuring the safety of ferries, ferries and ferries.
Ii. Solicitation procedures and requirements
(1) Declaration. Local and municipal competent transport departments and branch maritime administrations shall directly declare their supervision experience to the units responsible for initial experience assessment, and shall be responsible for organizing the owners and operators of ferries within their jurisdiction to declare management experience. Before August 15, 2022, all applicants and individuals shall fill in the Application Form of Ferry Safety Management Experience (Annex 1) and send it to the unit responsible for the preliminary assessment.
(2) Preliminary evaluation. Directly under the provincial department in charge of transportation, maritime bureau is responsible for the region, prefecture intern's work experience, to establish a practical and efficient reporting channel and study selection, management costs are relatively low, in the same owners or managers ferry ferry or regulator has popularization and application value, and experience to meet the requirements of water traffic safety laws and regulations, Form the Recommended Form of Ferry Safety Management Experience of the region and the jurisdiction (Appendix 2). Highly cost-effective innovative technology, public welfare ferry, semi-public welfare ferry safety management and supervision experience are encouraged.
(3) Recommendation. The provincial competent transportation departments and the maritime administration directly under them will rank the preliminary evaluation results according to the order of recommendation, and the number of proposed recommendations should not exceed 3 in principle. Before September 30th, the recommendation shall be submitted to the department, and the "Declaration Form of Ferry Safety Management Experience" and "Recommendation Form of Ferry Safety Management Experience" shall be attached.
(4) Promotion. The department organizes the evaluation of the experience materials recommended by each unit, which is carried out by combining expert evaluation and on-site evaluation. The evaluation results will be publicized on the official website of the Department. If there is no objection to the publicity, the Ministry shall popularize it in appropriate forms.
Other matters
(1) All provincial competent transport departments and the maritime administration directly under them shall further check and list the vessels engaged in ferry transportation under their jurisdiction before September 30, establish and improve the list of ferries under their jurisdiction (Appendix 3), and submit it together with the recommended materials.
(2) The electronic version of the attachment can be searched and downloaded from the official website of the Ministry or the official website of the Ministry of Maritime Administration.
