On March 12, Xinhua News Agency issued the outline of the 14th five year plan for national economic and social development of the people's Republic of China and the long-term goals for 2035. On March 11, the fourth session of the 13th National People's Congress voted to approve the outline of the 14th five year plan for national economic and social development and the long-term goals for 2035. The outline is divided into 19 parts, which clearly proposes to carry out the construction of Jiaolong sea exploration phase II and Xuelong polar exploration phase II, tackle key scientific and technological frontiers such as deep-sea operation and maintenance support ship, equipment test ship and heavy icebreaker, promote the R & D and application of cruise ships, large liquefied natural gas (LNG) ships and deep-sea oil and gas production platforms, and promote the demonstration of advanced reactor types such as offshore floating nuclear power platform.
The outline proposes to strengthen the original leading scientific and technological research, and formulate and implement strategic scientific plans and scientific projects in the basic core areas related to national security and overall development. Aiming at artificial intelligence, quantum information, integrated circuits, life and health, brain science, biological breeding, aerospace science and technology, deep sea and other frontier fields, we will implement a number of forward-looking and strategic national major science and technology projects. In view of the urgent and long-term needs of the country, we should concentrate our superior resources to tackle key core technologies in oil and gas exploration and development. Among them, in the field of deep-sea and polar exploration, we have carried out key scientific and technological research in such frontier areas as deep-sea operation and maintenance support and equipment test ship, polar stereoscopic monitoring platform and heavy icebreaker development, and carried out Jiaolong sea exploration phase II and Xuelong polar exploration phase II.
