Revision and interpretation of the measures of the people's Republic of China for the administration of seafarers' certificates
Recently, the Ministry of transport promulgated the decision on Amending the measures of the people's Republic of China on the administration of Seamen's certificates (hereinafter referred to as the measures) with order No. 13 in 2020. The background and main contents of the measures are as follows:
1、 Background of revision
In February 2019, the decision of the State Council on the cancellation and decentralization of a number of administrative licensing matters (GF [2019] No. 6, hereinafter referred to as the "decision") cancelled the licensing matters of "issuance of crew service book". On March 27, 2020, the decision of the State Council on Amending and repealing some administrative regulations (State Council Order No. 726) amended the seafarer regulations accordingly. In order to implement the above-mentioned reform and the amendment requirements of the superior law, it is necessary to revise the measures accordingly.
2、 Main modification contents
According to the requirements of the decision, the application materials for seamen's certificates and the items related to the "crew service book" in the cancellation clauses of Seamen's certificates shall be deleted accordingly, and the "crew service book" shall not be used as the materials for applying for seafarers' certificates.
