The purpose of these measures is to remove the "burden" of seafarers by improving the legal system of crew management, reforming the management mode of seafarers, enhancing the ability of serving seafarers, and actively participating in international exchanges and cooperation.
Especially in recent years, with the promulgation and implementation of laws and regulations such as exit and entry administration law, passport law and crew regulations, the laws and regulations and handling conditions of seafarer's certificate management have changed greatly.
On February 13, the seafarers in Taizhou district can apply for the seafarer certificate paperless through PC terminal or wechat client without leaving home. By checking the mail option, the seafarer certificate can be delivered by mail.
On May 1, with the implementation of the measures of the people's Republic of China on the management of seafarers' certificates, China abolished the restriction that the original Seamen's certificates were only handled by units, and determined the status of seafarers as the main body of applying for seamen's certificates, so as to realize the individual application for seamen's certificates. At the same time, the maritime department has simplified the application conditions and application materials for seamen's certificate. To apply for a seaman's certificate, the seaman's certificate of competency for ships on international routes or special routes, or the certification materials for the crew's outbound mission, as well as the recent photos of the applicant's electronic documents, can be used to reduce the requirements of seafarers' exit approval documents.
In the first half of the year, Lianyungang MSA implemented the policy of "not meeting for approval" and "running once at most", promoted the implementation of the integration of acceptance and audit, simplified the approval process of management matters, improved the efficiency of examination and approval, reduced the completion time by 58.72% compared with the legal time limit, and saved more than 100000 working days for crew members.
On July 31, Shenzhen Maritime issued the first e-Cert for seafarers in China, which ushered in a new era of computerization.
On August 6, Xiamen jurisdiction transferred part of its business adjustment to the Marine Department, effectively solving the problems of crew management and operation mechanism and resource allocation, and promoting the "double improvement" of comprehensive management ability and public service efficiency of seafarers.
On August 31, Caofeidian area of China (Hebei) pilot free trade zone was officially established. In order to improve the supervision and service mode, Caofeidian MSA actively explored and innovated port facilitation, and successively launched ten measures to facilitate crew and shipping development, such as "four in one" parallel processing of ship certificate, and "big government affairs" mode.

On July 18, the Shanghai international seafarers Service Center opened its business in Yangshan Port, providing services for hundreds of seafarers at the same time, mainly providing services such as connecting, purchasing goods, reading Internet cafes, books and newspapers, coffee and tea, fitness, light catering, tourism and cultural consultation, and information guide of Shanghai life.
On August 23, the Management Committee of Dalian area of Liaoning pilot Free Trade Zone, together with Dalian Maritime University, Dalian maritime administration and Liaoning seafarer Service Industry Association, announced that they would jointly build an international seafarer comprehensive service base in Dalian Free Trade Zone and an international seafarer talent information and consulting center in Dalian Free Trade Zone. Among them, service institutions engaged in seafarer training, labor service and ship management will be stationed in the free trade zone, and 60% of their contribution to the regional economy will be given operating capital support for three years.
On December 20, the new version of the seaman's certificate of the people's Republic of China was officially put into operation, in which an electronic chip storing seaman's facial image, fingerprint, handwritten signature and other biometric information was implanted for the first time, which will further facilitate the crew's customs clearance.

At the stage of rapid growth of China's overseas trade, oceangoing seamen once became a "high wage industry". However, in recent years, due to the arduous work of seafarers and the gradual narrowing of the wage gap with land workers, the professional attraction of seafarers is declining and the rate of seafarers' loss is increasing. At a news conference held in November this year, Wu Chungeng, a spokesman for the Ministry of transport, said that the number of students enrolled in Maritime Specialties has basically shown a downward trend year by year. The loss of the existing senior crew is relatively serious, and the average age of the crew is gradually getting older. In Wu Chungeng's view, tax incentives will further stabilize the crew and encourage them to work on ships.
Since November, China's favorable policies on ocean going seafarers have been continuously released. On November 20, the executive meeting of the State Council decided that, in order to promote the development of the maritime industry and adapt to the rapid growth of domestic demand for marine products and learn from international practices, from January 1, 2020 to the end of 2023, the wages and salaries of ocean going crew members who have sailed for more than 183 days a year shall be included in the taxable income of individual income tax by 50%.
Following the introduction of the individual income tax reduction and exemption policy for ocean going seafarers, China has launched a policy "big gift package" to protect the legitimate rights and interests of seafarers. On December 10, the fourth working conference of the tripartite coordination mechanism of maritime labor relations was held, and the newly revised "China crew collective agreement" was adopted at the meeting. According to the agreement, starting from January 1, 2020, the minimum basic salary standard for ocean going crew members will be increased by 4%; from January 1, 2021, the food standard will be increased by 1 dollar per person per day; and the amount of compensation for work-related injuries of ocean going crew members will be increased.
According to the public information provided by the Ministry of maritime affairs, the minimum basic salary of the captain of the ocean shipping ship with the highest base salary will reach 2238 US dollars per month in 2020, and the intern with the lowest base salary will reach 273.52 US dollars. At the same time, the board standard of ocean going crew will be further improved. At present, the catering standards for ocean going crew members are as follows: 8 US dollars per person per day for Southeast Asian routes and 9 US dollars per person per day for global routes. According to the agreement, the two figures will reach 9 US dollars and 10 US dollars per person per day in 2021.
